This award was won by Dubai Municipality for playing an important and active role in serving the society and the environment as a local government department. The planning and executive policies, adopted by the Municipality in developing the emirate and preserving its heritage striking a harmony between the past and the present, as well as its progressive plans to put together a world-class city in cooperation with various local government departments and organizations, were also considered by the Programme in choosing the Municipality for the award.
