1Habitat Scroll of Honor (1994)

The United Nations Center for Human Settlements’ award for the Habitat Scroll of Honor was given to the Director General of Dubai Municipality, the first Arab to receive such an honor, in recognition of his vital role in instituting and supporting comprehensive and sustainable development plans for Dubai city. The award came as a boost for Dubai Municipality’s active programs that benefit the international community, especially in the role it plays in improving living condition.

2American Business Council, Dubai, Award (1997)

The “Cup of Excellence” was awarded to the Director General of Dubai Municipality in recognition of the role of the Dubai Municipality and its Director General in supporting activities of the American Business Council in Dubai.”

3The International Council of Caring Communities Pioneer Award (1999)

The ICCC Pioneer Award for outstanding achievement and contribution to world betterment was won by the Dubai Municipality in recognition for the Dubai International Award for Best Practices to Improve the Living Environment. The late Sheikh Maktoum bin Rashid Al Maktoum, then Vice President, Prime Minister of the UAE and Ruler of Dubai, established this pioneering award to encourage and enhance awareness of the pressing need in urban and rural settlements for people everywhere. It is a tribute to the excellent work and dedication of the Director General of Dubai Municipality to Human Settlement improvements worldwide. The Dubai Declaration and Best Practices were central to the United Nations Conference for Human Settlements (HABITAT II Conference), and the World Assembly of Cities and Local Authorities, held in Istanbul in 1996.

4Selection of Director General of Dubai Municipality as Good Will Ambassador (2000)

Following the approval of the late Sheikh Maktoum bin Rashid Al Maktoum, then Vice President and Prime Minister of the UAE and Ruler of Dubai, the Director General of Dubai Municipality was chosen as the Good Will Ambassador of the UNCHS in recognition of the distinguished role he has been playing over the past 15 years in establishing a pioneer model of urban development in Dubai. This model got international acclaim and many international organizations have recognized it. The Director General had been awarded a medal of the United Nations Center for Human Settlements. He was instrumental in organizing the second Habitat Conference in 1995. The conference paved the way for the Dubai Declaration, according to which the Dubai International Award for Best Practices to Improve the Living Environment was instituted. The award since has got international acclaim thanks to its noble objectives and outstanding value.

5Membership in the United Nations Advisory Committee on Local Authorities – UNACLA (2000)

The Director General of Dubai Municipality was chosen as a member of the United Nations Advisory Committee on Local Authorities UNACLA, which is a subsidiary of the United Nations Human Settlements Programme and consists of 20 officials from around the world.

6Environment Award (2001)

The Director General of Dubai Municipality was presented with this award in 2001, along with a group of ten distinguished personalities who were chosen annually by the European Cooperation Center in recognition of their outstanding role in environment conservation programs, both locally and internationally. The award was presented to the Director General on the sidelines of a conference on Environment Protection, which is being held annually under the auspices of the European Cooperation Center. This recognition is a testimony to Dubai’s outstanding efforts in the fields of environment protection and general cleanliness of the city.

7King Abdullah II Creativity Award

The award was presented to the Dubai Municipality for a study titled “Combating Environmental Pollution in Dubai” for Dubai Municipality’s concerted effort at the institutional level and daily activities in the field of integrated and sustainable environmental services and management. This study was a pioneering contribution for the Arab city, which can be used in the Arab cities package. It was also recommended to take advantage of this experience and disseminate it in the Arab world, especially in the fields of environmental legislation, institutional organization and achieving the desired sustainable development.

8 Alexandria University Award for Regional Leadership (2005)

Alexandria University conferred the Director General of Dubai Municipality on the Regional Leadership Award in recognition of his outstanding contribution in the field of leadership. By receiving this honor in 2005 Mr. Sultan became the first recipient of this nascent award. The Award also came as a testimony to Mr. Sultan’s well-established status as an international figure, and as an acknowledgement of his role in advancing the mutual relationships between Egypt and the UAE.

Additionally, The Dubai Municipality has acquired, under his leadership, more than 80 Arabic and International awards between the years 1988 to 2006 from regional and international organizations. They acknowleged the City of Dubai for excellence in environmental efforts, cultural projects, architectural heritage, successes in parks and planning as well as urban landscaping and afforestation among others.

9 Environment Awareness Award-1998

This award was won by Dubai Municipality for its role in spreading environment and health awareness in the emirate of Dubai as well as its strategies to observe various environment events such as the World Environment Day, Clean Up the World, National Environment Day, and Tree Plantation Day. The promotional campaigns undertaken by Dubai Municipality using all kinds of communication media, its attention to the land and sea reserves, implementation of necessary administrative steps to protect them, and studies and researches aimed at preserving the bio-diversity have also been considered by the award committee.

10 The Award of Dubai Government Excellence Programme-Excellent Government Department Category-1998

This award was won by Dubai Municipality for playing an important and active role in serving the society and the environment as a local government department. The planning and executive policies, adopted by the Municipality in developing the emirate and preserving its heritage striking a harmony between the past and the present, as well as its progressive plans to put together a world-class city in cooperation with various local government departments and organisations, were also considered by the programme in choosing the Municipality for the award.

11 The Award of Dubai Government Excellence Programme-Excellent Government Employee Category-1998

This was won by Engineer Rashad Mohammed Bukhash, Head of the Historical Building Section of the municipality, for his dedicated efforts in restoring the architectural heritage of Dubai, ever since he was assigned with the task. He has also participated in several local and international exhibitions which showcased Dubai Municipality’s efforts in this field as per directives of this country.

12 Pioneer Award-1999

The ICCC Pioneer Award for outstanding achievement and contribution to world betterment was won by Dubai Municipality in recognition of the Dubai International Award for Best Practices to Improve the Living Environment. 13 The Award of Dubai Government Excellence Programme-Excellent Employee in Administrative Position Category-1999

This award was won by Ms Fahima Ali Sabir who excelled in an administrative job in the Public Relations Section of Dubai Municipality. Her constructive ideas, distinctive contributions, creative initiatives and voluntary efforts have resulted in a better performance of the section.

14 The Award of Dubai Government Excellence Programme-Excellent Technical Project Category-1999

Road Department – Car Parking Section Win The best Technical Project implemented in 1999 For paid parking control system which was completed in 1995 this project is a technical project and aims to control car parking in all Dubai road sides and public parking which exists in CBD area ( Deira & Bar Dubai ) Serving public by providing different scale of users and to solve parking availability problem , encouraging drivers to use public transportation , prevent shop owner from using parking for long time, reduce air pollution of harmful gases and to prevent illegal parking

15 The Award of Dubai Government Excellence Programme-Excellent Employee in Specialized Jobs Category-1999

This award was won by Dr. Turki Suleiman of Roads Department for undertaking specialised studies and researches on road planning and designing, evaluation of roads network, and development and upgradation of the DM Pavement Management System.

16 The Award of Dubai Government Excellence Programme-Excellent Employee in a Supervisory Position Category-1999

This was won by Engineer Rashad Mohammed Bukhash, Head of the Historical Buildings Section, for his successful management of the section and supervision of its various activities in the field of restoring the local heritage. He carried out these works in by instilling a true team spirit and a high sense of morale among his subordinates and recruiting professional hands such as historians and researchers in the field as well as skilled laborers who can carry out this type of works with much precision.

17 The Award of Dubai Government Excellence Programme-Distinguished New Employees Category-1999

This award, which was initialed for the first time, was given to Khadija Yaqoob Abdulla, a training officer in IT department, who received this award as an appreciation for her distinguished productivity in the training field. She was able to produce a number of training manuals in both Arabic & English Languages in such a short period of time. Her efforts had a positive effect on the training field in her department.

19 Selection of HE Director General of Dubai Municipality-2000 (as Good Will Ambassador of the United Nations Center for Human Settlements-UNCHS, Habitat)

Following the approval of His Highness Sheikh Maktoum bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and Ruler of Dubai, His Excellency Qassim Sultan, Director General of Dubai Municipality, has been chosen as the Good Will Ambassador of the UNCHS in recognition of the distinguished role he played over the past 15 years in establishing a pioneer model of urban development in Dubai. The model has got international acclaim and many international organizations have recognized this role. HE Sultan has already got the UNCHS medal for being the moving force behind organizing the largest conference of the Habitat II Award in 1995.It was in this conference the famous Dubai Declaration was born, which led to the setting up of the Dubai International Award for Best Practices to Improve the Living Environment, which has already become famous world-wide thanks

20 Arab Housing and Urban Ministers Council Award for the Best Housing Project-2000 (Arab League)

Dubai Municipality has won this prestigious award, which was instituted by the Arab Housing and Urban Minister Council, a subsidiary of Cairo-based Arab League, for an outstanding government housing project in Hatta. The award was presented to Dubai Municipality during the 18th congress of the council, which was held in the Egyptian capital. The project, a residential complex of 88 houses, represented the second phase of an ambitious plan to replace old houses in the Hatta heritage area of the Emirate of Dubai with modern housing units matching the beautiful surroundings and the local mountainous environment.

21 The Award of Architectural Buildings with local aesthetic value-2000 (Organization of Islamic Capitals and Cities)

This award, which comes under the category of Municipal Projects and Services, was won by Dubai Municipality for its ambitious Hatta Heritage Village project during the ninth conference of the Organization of Islamic Capitals and Cities (OICC), which was held in February 2001 at Cairo. The municipality was cited for discovering the mountainous heritage village of Hatta and restoring it in two phases at a total cost of Dhs 15 million. The village has now become a major tourist attraction.

22 Writing, Ascertaining or Translation Award-2000

Dubai Municipality won this award, instituted by the Organization of Islamic Capitals and Cities, in the category of organization and municipal legislations during the organization’s ninth conference in Cairo, February 2001. The award went to a traffic awareness guide prepared by the Municipality to educate the public on significant traffic issues with the prime objective of reducing the city’s traffic congestion and ensuring a smooth traffic flow.

23 The Award of Dubai Government Excellence Programme-Excellent Working Team Category-2000

This award was won by the project team of the Hatta Rural Development Project. The project was considered as a role model in terms of coordination and cooperation among members of the team who worked with team spirit, not only on inter-departmental level but also on departmental level.

24 The Award of Dubai Government Excellence Programme-Excellent Administrative Experience Category-2000

The Food Control Section of the Municipality won this award. The award winning experience is the inspection process on food establishments using portable computers whereby the municipality linked all activities of the Food Control Section using computers in harmony with the municipality’s drive to make use of the latest technology for the benefit of the society. This experience helped increase the standard of public health in various food premises and reduce the number of food inspectors required for the large number of food establishments in the emirate. This enabled the inspectors to reduce mistakes in preparing the reports, prepare electronic reports and connect the work of all units in a faster and more efficient way.

25 The Award of Dubai Government Excellence Programme-Excellent Technical Project Category-2000

Dubai Municipality won this award for the Jebel Ali Hazardous Waste Treatment Plant, which is the first of its kind in the UAE and the entire Gulf region. It is regarded as a pride to the emirate and will play a very important role in containing the future risks of hazardous waste on environment and society.

26 The Award of Dubai Government Excellence Programme-Excellent Employee in Specialized Jobs Category-2000

Dr. Hamid Ibrahim Hattal, Planning Specialist at the Planning Studies Section, won this prize in the area of urban planning and his contributions in preparing the Dubai Structural Plan. Dr. Hattal is also known for being creative, productive and taking initiative in his work. He always keeps good relations with his colleagues and participates in all events organized by the Municipality. He also shows a great deal of responsibility towards developing and improving the services provided by his department.

27 Sheikh Mubarak bin Mohammed Al Nahyan Award in the Field of Natural History-2000

The head of Dubai Zoo received the award from the Emirates Natural History Group in recognition of his work to create awareness and help conserve the biodiversity of the UAE. Dr Reza Khan received the Sheikh Mubarak bin Mohammed Al Nahyan Award which is presented annually to those who have contributed to scientific research and publishing in the UAE. The winner is selected from a list of nominations submitted by members of the Natural History Group in Dubai, Al Ain and Abu Dhabi, Dr Reza Khan was selected for his outstanding work, especially on trees and reptiles, along with the professional development of Dubai Zoo through projects such as the breeding of indigenous species from the UAE.

28 Innovation Award-2000

Dubai Municipality’s Public Parks and Horticulture Department won this ward during the Dubai Shopping Festival 2000 for staging the internationally-acclaimed Disney on Ice show. This was one of the largest shows organized by a government department in Dubai.

29 Cannes International Water Award-2001

Dubai City has won the Cannes International Water Award, during its third session held in the French City, for efficiently recycling wastewater, finding new uses for it and turning Dubai into a green oasis in the desert. The Municipality has succeeded in using the drainage water for irrigating the landscape projects in and around the city thereby protecting underground water and saving scarce drinking water, which was initially used for irrigation.

31 The Award of Dubai Government Excellence Programme-Excellent Government Employee Category-2001

Engineer Hassan Mohammed Makki, Head of Waste Services Section was recognized for efforts to establish an efficient solid waste collection system in Dubai in the context of challenges such as rapid development and urban growth. His work has also enhanced awareness about waste issues in the Emirate besides developing a greater appreciation for municipal waste services. His primary accomplishment is the realigning of municipal waste services in a direction consistent with internationally accepted principles such as sustainable development. He has also streamlined management processes to reflect current realities and fostered a customer focused approach in the delivery of services.

32 The Award of Dubai Government Excellence Programme-Distinguished Female Employee Category-2001

Ms. Makkia Al Hajri of Public Parks and Horticulture Department was awarded this for her distinguished efforts in designing , executing and operating the Children City project which was recognized as the best educational and entertainment project targeting children between the age 2 – 15 years in the Gulf and the MENA region.

33 Innovation Award-2001

Dubai Municipality’s Public Parks and Horticulture Department won this award during the Dubai Shopping Festival 2001 for organizing several major entertainment shows in Dubai’s parks. For the first time, shows were conducted that year in Safa and Mushrif parks, which normally do not host such shows, in a bid to bring entertainment to maximum number of people, while at the same time reducing the traffic on the city’s roads.

34 The King Abdullah II Award for Innovation in the field of Environmental Pollution among the Arab cities-2002

Dubai Municipality won the King Abdullah II Award for Innovation in the field of Environmental Pollution among the Arab cities. Qassim Sultan, Director General of Dubai Municipality received the award from His Majesty King Abdullah II of Jordan at a ceremony held on the occasion at the Jordanian capital on 17th December 2002. It is the detailed study conducted by Dubai Municipality on pollution control in Dubai that has qualified it to receive the first position among the 26 studies presented by different organizations to win this award.

35 The Award of Dubai Government Excellence Programme-Excellent Team Work Category-2002

Dubai Municipality has taken the initiative of implementing the thermal insulation systems in buildings in Dubai which will eventually help in saving energy. The idea of using thermal insulation in buildings is very well known long time ago. However, the distinguished teqnique followed by DM in implementing the system helped to large extent in success of its use. The Municipality has used different means such as regulations, advertising campaign ,conferences , and seminars that helped a lot in increase of awareness of all concerned parties. The Municipality has given 22 months of volunteer implementation of regulation to give people chance to get use to it before it is mandatory use. This has helped in its success to large extent.

37 Innovation Award-2002

It was awarded for the Public Parks and Horticulture Department as a recognition by the award secretariate to the remarkable and distinguished Children City project in Creek Park which was recognized internationally as the best educational and entertainment project targeting children between the age 2 – 15 years in the Gulf and the MENA region.

38 Award for Engineering Distinction in Traffic Calming-2003

The award is usually granted to the excellent engineering projects by the Consultant Engineers of South Carolina. In 2003, it was issued to Dubai Municipality’s Roads Department for the preparation and implementation of the Traffic Calming Manual for Dubai which increases and helps the traffic safety.

39 Guinness Book of Records for the Largest Flower Carpet-2003

Dubai Municipality managed to enter the Guinness Book of Records on 12 February 2003 for producing the largest flower carpet at Al Safa Park as part of the activities during the Dubai Shopping Festival in 2003 . The size of the carpet was 2040 Square Meters and it was composed of 65,210 plants.

40 The Award of Dubai Government Excellence program-Best Govermental Department in E-Government catogery-2003

Dubai Municipality has won this award for being the most vibrant government department in carrying out electronic transactions thereby simplifying civic procedures and saving time and money for the customers.

41 The Award of Dubai Government Excellence Programme-Excellent Technical Project Category-2003

An integrated technical system, developed by the Roads Department, has won this award. The state-of-the-art system helps collect, evaluate, display and analyse data related to the roads network and it is used as a major tool in managing, planning and maintaining the road network of Dubai in line with global standards and best practices. The unique project, first of its kind in the country and region, was designed on the basis of exhaustive studies and researches so as to suit the local environment.

42 The Award of Dubai Government Excellence Programme-Distinguished Female Employee Category-2003

Ms. Zohoor Al Sabbagh of the Public Health Department has won this award in recognition of her constructive role in establishing a mobile clinic which facilitates medical fitness tests for expatriate employees. She has also introduced a digital x-ray unit in the DM clinic which is now aiming to become a filmless x-ray unit. The e-Clinic concept, initiated by Ms. Zohoor, linking the DM clinic with thd Dubai Naturalisation and Residency Department, has done away with most paper works and reduced customers’ number of visits to the clinic. Palm-tops were introduced for carrying out inspections in health establishments. As Head of the Clinic and Community Health Section, she also introduced several new medical check-ups that resulted in containing communicable diseases.

43 The Award of Dubai Government Excellence Programme-Excellent Employee in Field Position Category-2003

This award was won by Eng. Mohammed AbdulRahman Mohammed (Public Parks and Horticulture Department) for his distinguished efforts and initiatives in spreading greenery throughout the emirate and maintaining it.

44 9th Middle East ICT Excellence Awards-2004

The 9th Middle East ICT Excellence Awards was presented at a high profile ceremony with guests including the most professionals in regional and international e-Government and public sector ICT on May, 21st 2004, and the Dubai Municipality won an award in the Excellent e-Government Project for Municipality Services.

45 The Organisation of Islamic Capitals and Cities Award 2004 for City Beautification and Landscaping Project in Dubai-2004

It was awarded to Dubai Municipality in recognition of the efforts exerted by the Public Parks and Horticulture Department for landscaping and beautifying the city’s streets, parks, public squares and highways in various designs that is in harmony with the local environment.

46 The Award of Dubai Government Excellence Programme-Excellent Technical Project Category-2004

DUGIS of GIS Center has bagged this award as one of the Best Distinguished Technical Projects in 2004. As an Integrated Geographic Information System portal, DUGIS offers powerful capabilities in an easy to use framework and it helps in considerable savings in government expenses. DUGIS takes Dubai government departments from using informative GIS to integrated GIS.

47 The Award of Dubai Government Excellence Programme-Excellent Employee in Financial Position Category-2004

This award was conferred on Ms. Majida AbdulAziz Al Suwaidi of Finance Department, who has shown an outstanding productivity through supervising an integral methodology to prepare, execute and monitor DM budget (2.9 billion expenses, 2.4 billion revenue). She was a member of GRP project and attended 55 workshops. Besides, she conducted several training courses in order to qualify the end-users. Moreover, she participated effectively in achieving high performance measures in Finance Dept. especially the break-even between expenses and revenue in 2004 and 100% nationalization.

49 The Award of Dubai Government Excellence Programme-Distinguished Female Employee Category-2004

Awarded to Miss Amina Ahmed Mohammed, Head of Food & Environment Laboratory Section of Dubai Central Laboratory, for her continuous efforts in the Lab’s development. She has also introduced new tests using the latest biotechnology and analytical techniques and instrumentation. She played a crucial role in getting the Lab accredited by the EU commission in List No.(1) for fish exporting countries and for her representation of the U.A.E in the United Nations Codex Alimintarius meetings.

50 The Award of Dubai Government Excellence Programme-Distinguished New Employees Category-2004

Muna Obaid Al Dhabbah of Administrative Development and Quality Department has won this award having established herself as a committed and proactive team member who is always on the look-out for what is better for the work and the work place.

51 Sharjah Government Award for Voluntary Work-2004

Dubai Municipality was awarded the Sharjah Voluntary Work Award in 2004 in recognition of its massive campaign, “Clean Up The World,” organized by the Waste Services Section every year. This campaign has been receiving tremendous response from the public including citizens, expatriates, students, voluntary organizations, NGOs, government and private establishments, who come out to clean up their premises thereby protecting the environment from pollution and enhancing the environmental and hygienic standard of the places they live.

53 The Award for Unique Architectural Project-2005

This award was presented to the Dubai Municipality for the Unique Al Maha Desert Resort.

54 Best Maintenance System in the Arab Countries Award-2005

Dubai Municipality has bagged a new award at the pan Arab level, the Best Maintenance System Award 2005, which was organized by the General Secretariat of the Arab Institute for Operations and Maintenance in Beirut.

55 Best Middle East e-Government Portal Award-2005

Dubai Municipality has bagged the Best Middle East e-Government Portal award during the 10th Middle East Information and Communication Technology Excellence Awards presented at a ceremony held on the sidelines of the 11th GCC e-Government Forum. Qassim Sultan, Director General of Dubai Municipality received the award from His Highness Prince Mohammed Bin Saud Bin Khaled, General Manager of the Information and Studies Center of Saudi Arabia’s Ministry of Foreign Affairs.

Dubai Municipality participated in Pan Arab Awards competition which was held on March 24, 2005 in Dubai. These awards were given for the best portal in 16 different categories with numerous companies competing. Dubai Municipality won an award in the ‘Government Organization’. AbdulHakim Abdul Kareem Malik, Director of IT Department received the award on behalf of Dubai Municipality.

58 GCC National Brands Excellence Awards-2005

This award was presented to the Dubai Municipality for the Unique Al Maha Desert Resort.

60 The UAE Contest for eContent-2005

Dubai Municipality’s portal www.dm.gov.ae has been declared the winner in the ‘e-Government category’ of the UAE Contest for eContent. The award was presented at a ceremony held on Wednesday, August 31, 2005 at Madinat Jumeirah, Dubai. The UAE Contest for eContent is organised jointly by Dubai Internet City, Dubai Media City and Dubai Knowledge Village.
